One of my internal drives (the one for my user account data) is incredible slow.
I reinstalled the OS on the system drive (SSD), so can browse all the internal drives freely with a new admin account. It takes 10 seconds from clicking a folder on this (SATA) drive to its contents appearing.

Disk repair sometimes crashes when I try to repair this disk. At other times, it reports no problem. The system report doesn't report any issues with this HDD or bay.

Is the disk dying? I am fully backed up (on another internal and a NAS), and my last TM backup was 3 days ago, so there will be no significant data loss.

If I had to take a guess, yea I believe the drive is dying.
I've had similar issues with a drive once, I just replaced it before It fully crashed.
