My mother splits her time between the us and India, and has finally decided to take her first leap into 'those apple touches' ie, she's getting herself an ipad mini, and of course, I get to set it up for her.
Should I connect it to the US App Store or link to the App Store from India. Does it matter at all?

Whatever is going to work...Try both
 
Depends on what she wants in terms of apps. The US app store will probably have much more of a selection than the Indian app store (im not positive since Ive never used it). But just note that the App stores for each country are different and contain different apps.

I tried talking my dad into buying an app that I had and wanted him to try out, but we couldnt find it in his App store (he has it set up to Venezuela since he lives there).
