International/Long Distance plans

I know this has probably been asked a billion times before, and I did try to research it, but I'm a bit confused.

Until now, I always turned my phone off before I went to travel somewhere, but I really never thought about the international plans AT&T had.

I live in California, and I soon plan on going to europe (Italy/France) for a vacation. So, here's my confusion: (a)does AT&T actually offer any international text message plans? If so, how much do they cost? (b)would I still have the same phone number, or would it show up with their local area code?
