When roaming in another country under my US AT&T account, if someone calls me from the SAME country that I'm are roaming in, I imagine that person will need to call the same number as if I'm in the US. Wouldn't that cost long distance to those people on top of the international roaming fee I'm already paying? Can anyone confirm this?
 
Yes. You have that one number, and anyone calling that number regardless of where you are in the world has to pay the normal fees like they do to reach you. Even if you are standing right beside them, still a long distance call to them.

And when you are receiving that call you pay the standard roaming charges for it, regardless of where the call is originating from.
