If you want to keep your same phone number then yes that is your only option.
If you don't mind getting a new number you might be able to get a pay as you go type plan in Tokyo and then again in London, but I don't know if its worth it for just a week.
If I were you I'd just put the phone in airplane mode and turn on wifi and use skype to make calls.
