I heard that WiFi overseas, such as in Germany or France, uses a different frequency or channel or something than the WiFi in the US. Is this true, and would my MacBook (brand new) AirPort card be compatible with it? If not, is there a USB adapter I could buy for it that would make it compatible?

There are 15 channels, the use uses 1-11. All wi-fi devices can work with all channels. You may have to change your region settings under International Preference Pane to activate that ability.
