Internet Connection

El Capitan Network Prefs reports that my internet dongle (Huawei HiLinkE3131) is not connected, see the note by Status in the following screenshot. The device is mounted on the desktop and the LED on it is lit
so it has made a connection with the ISP. Network preferences are all the same as Yosemite and mavericks which are still on this mac.
has anybody got any experience with this configuration or any hints or tips as to resolving this situation.

mine is doing this as well all my apps besides google chrome will not go to the internet only for a few minuets after i boot then only chrome will have internet access all this while the trouble shooter tells me to reboot my router and call my isp (comcast) but none of my other devices (iphone,ipad,ipod,zte) have problems and my system crashes evry two or three hours...
