Internet Explorer (No Add-Ons)

I have just started up IE7 on my MacBook and I noticed it is running in "no add ons" mode.

What is this and how do I turn this off?

It also tells me this in the toolbar every time I load a page, which is followed by a message saying "have you noticed the tool tips?"
