Saturday I've did a fresh install of Mountain Lion in my 2011 Mac Mini via USB drive. On Sunday, I've booted into disk utility erased the entire hard drive and then pressed command+R on boot to initiated a internet recovery. I've noticed internet recovery automatically starts without me entering my wifi information and without network cable was plugged in?

Also once internet recovery passed the spinning globe screen, it only offers Lion as the choice for OS to download, rather than Mountain Lion.
 
Internet Recovery from a blank drive is going to reinstall whatever OS the system came from Apple with, in your case Lion.

Do you have an open wifi nearby it may have grabbed? Normally setup would prompt for your wifi password if your network is secured.

No open wifi nearby. But I do have a airport extreme.
