Hi,

If you buy the OS from the MAS does this register with Mac internet recovery, so if one was to perform an internet recovery the downloader would download Mavericks rather than Mountain Lion?

No... Internet recovery is attached to your Mac's serial number. So if you start Internet recovery, Apple's servers will give you Mountain Lion is that is what your Mac came with.
