I have a couple Macs in the house, my iBook being closer to the netgear router than the other computer. If i turn on internet sharing, would that act as an extender for the WIFI? The signal is kinda low on the other computer and i want to avoid spending money unnesessarily.

No. Internet Sharing works by routing packets from one interface to another (normally on different networks too). So you can Internet Share Airport->Ethernet, but not Airport->Airport (without having 2 Airport cards).
