I am using beta 2 or beta 4 ( cant recall which one ) and my phone does not prompt me to update to 10.2 final. It just says latest software installed, how do i fix this ?

I have opted out of the beta during that time, have restarted my phone multiple times.

I tunes does NOT offer me the update.

I'm on Beta 7 and it's the same build as the release(14C92). It won't update because it doesn't need to.

Okay, how does that help me resolve my issue ?

I also tried to use itunes restore iphone and it says resource not found ~_~
 
You could download the 10.2 ipsw file from Apple and then plug your phone in and click update in iTunes while holding the option key. This will let you do a manual update of the software. Odd that it's not popping up as OTA though.

Aside from google, can you link me the official source for that? I am unfamiliar with manual updates and would like to get the files from the correct source.

I am using windows so Id assume option means shift in windows?

You said you don't know which beta you're on. If you can't figure that out, look at what build you're running. If it's the same as the release(14C92), that's why you can't update.

If you are not on the final beta and you aren't getting the update, try uninstalling the beta profile, restarting your device, and then checking for the update again.

Try the opposite perhaps then and install the profile and check for the update then (and you can uninstall the beta profile later)?

Ive thought of that too but I wonder if I will regularly receive non beta updates in the future if I opted out, I am worried that it will only provide me beta only updates.

I have the free time now to download the 10.2 final if anyone can point me to the right links

You can try using iTunes and checking for update there to see if it might offer you the update.
 
Download iOS 10.2 and flash it to your iPhone

I've found a link from Apples site, though there are 2 options of Iphone 7 Plus 9,2 and Iphone 7 Plus 9,4 which is which ?

9,2 is the Qualcomm modem (Verizon, Sprint and SIM-free)
9,4 is the Intel modem (AT&T & T-Mobile)

I would recommend you backup your phone before you do it

I've already done so using itunes back up. though i have zero clue what itunes back up does not include.. does it also back up application data?

i checked the link for the 9,2 and 9,4 they seem to be the exact same link..

So if I manually update using the IPSW will this delete ALL the files on my phone?
If you restore then it will install as new basically, if you update then it should just update and keep everything as it is (having a backup made just in case is a good idea with any approach though).

I downloaded ifunbox and it showed me Iphone 9,2 under properties so I am downloading the 9,2 version of the IPSW.
once this is downloaded ill do the shift+click on peform software update hopefully this fixes my issue and not wipe my data.

EDIT: Will post back in 2-3hrs as the download is utterly slow
