How would anyone know at this point, and why would it?
What do you mean how would anyone know? Anyone could've installed it on their iPad by now. And it's not like Apple hasn't broken pencil functionality before. Although last time it was technically on purpose.

When you say iOS 10 you refer to a beta at this stage. Please keep in mind that the majority of us are not developers who install Beta software on our tools.
 
If you are you Netflix user on Tuesday Netflix released an update to the iOS app that allows iPad users to picture in a picture whatever you're watching and keep working on something else but with iOS 10 beta it does not work and being that I don't have more than two friends with iOS 10 anyways I decided to downgrade my iPad pro back to iOS 9.3.2 for now
 
Does iOS10 seriously break anything on the iPad like the pencil?

Most core functionality works just fine with the usual beta disclaimers. However earphones don't work on my 9.7 iPad Pro and someone else here reported the same. YMMV but don't run a beta if you don't want to risk breakage. Honestly it's common sense
