iOS 11.2.5 beta having issues with iCloud?

I'm in an area with 100/60Mbps internet on wifi and for some reason iCloud Photo library is not syncing with my iPhone at all... even in my house with ****** 5/1Mbps internet.

My icloud photo library is synced well on pc, just for some reason iPhone doesn't wanna update properly :s

Not sure if relevant to bring up.

Try plugging your phone into the charger. I’ve noticed a recent change in that the phone will wait until plugged in to save battery life.

I don’t know for sure if this is only for the first sync or if it includes subsequent as well.
