iOS 11 - error message response time back sooner than the time the message asked away

Hi everybody,
I'm running iOS 11 beta 7 for Iphone 6s. In the beta version 5 I also met the same situation then I down to iOS 10.3.
The current error is the message arrives at a wrong time compared to the previous message. Specifically, if you send an SMS message to a person, then they reply, the reply message will display before the message you message him. I checked a few people and they have problems same to me so.

So can you advice help is the fault of my phone or OS error.
