IOS 11 iCloud tabs not showing up on devices running IOS 10 and El Capitan

is this normal?

I recently updated my iPhone to iOS 11 and my iPad mini 4 with 10.3.3 and my macbook air running El Capitan both stopped seeing iPhone (iOS 11) whereas iPhone sees them all.

This was an issue during the beta phase, and was related to my Mac still being on Sierra. Upgrading to high Sierra fixed it, but I’m not sure that’s the solution you’re after.
