iOS 11 - WatchOS 4 Location Services

Can anyone tell me why in these betas, location services are constantly on? Especially either Apple Watch faces or weather continuously get an open arrow for location. It is extremely annoying and when the Apple Watch is connected, the phones battery drains much quicker.

I constantly have a blue bar at the top
