iOS 12.4 Broke My GPS

As soon as I installed the 12.4 iOS update, GPS all but stopped working on my iPhone 8.

It will work IF I roll my car window down and hold the phone in my hand.

But if the phone is inside my car, GPS no longer works at all. So no more car navigation! Anyone else?
