Battery health showed that my battery is 96% for about 9 months on iOS 11. After update to iOS 12 battery health says service battery but my battery life is unchanged, its still good and my iPhone 6s is faster then new. It also says: "This iPhone is unable to determine battery health". Could it mean that my phone wont be slowed down? Also under content restriction I have some UI glitches.

Problem is that I don't have computer at the moment so I can't restore my iPhone. Could iOS 12.1 fix issue?

The battery thing sounds like a hardware problem to me. 12.1 should land sometime this week. I’d wait to do that update and if it doesn’t fix things, I’d take it in.
