At the recommendation of Apple, I updated my phone from 12.1.4 to 13.1.2, then shortly after that to 13.1.3. As I had been using the internal photo editor more and more with 12.1.4, I wished to continue using it with 13.1.3. However, I noticed that Apple decreased the size of the preview image in the editor in the horizontal view. I rotated the phone 90 degrees to the vertical position and the preview became larger - running from edge to edge. So the preview with the camera in the horizontal position - in which position there is more room to show a larger preview - is actually smaller than the preview in vertical. And I notice that there is a tremendous amount of unused space to the left, above and below the preview.

I have included four screen captures. Two for each of vertical and horizontal and two for each of the initial view and the view after I press the crop icon.

Note: the screen captures in horizontal are auto-enlarged so the horizontal and vertical previews appear the same. But if you measure from screen edge to screen edge in both horizontal and vertical, you'll see what I mean.
