All Devices iOS 13.2 Encrypted Email broken (reply/forward)

Since updating to iOS 13.2 replying/forwarding an encrypted Email is broken.
iOS devices still can read the reply/forwarded email.
Android and Windows Systems just see an empty email body.
This is on an exchange account.
Just tested it on the same Exchange server with iOS 13.1.3 and here it just works fine.

I’ve been having this issue on all versions on iOS 13. If I close the mail app and relaunch it will work for a few emails and back to forwarding an empty body. On exchange too.
