So I just got a replacement iPhone sent to me, but pretty sure my backup will be IOS 13, so whats the best way to transfer everything from my iPhone over? Do I install IOS 13 on the new/replacement iPhone and load the backup?

Correct. You have to set up the phone as new.. update it.. then erase the phone. And restore from backup
