iPhone iOS 13 photo date/time change - bug or intended?

In the Photos app, for images that were downloaded from Safari etc, it’s now displaying them with a different date/time (presumably the time the image was vreatedfrom the original EXIF data?) rather than the date it was downloaded like it used to.

Is this intended or a bug?
