iPhone iOS 13 - Photos - Recent Album - Show in All Photos

Is there any documentation on what seems to be new behavior in Photos. I was checking an image (in the Recent Album) I brought in via my camera and saw the option to “Show In All Photos”. Why would I need to add an image for it to be visible in All Photos? I can’t tell what is driving the ‘add’ to All Photos as I have some that are there and some that are not. I would think All = All.
 
All does mean All. You have the choice of: Year - month - day - All photos.

Day sorts by day
All gives you all

The Add to All Photos threw me off. I found the/my issue. I am not used to bringing in metadata with my images from my ‘real’ cameras but today I imported from my Fuji with location and date data. The images were in All Photos.. a little higher in the list where they should be chronologically
