iPhone XS Max iOS 13 roll-out has me confused

I have 3 iPhones (2 are for work); an XS (VZW), an XS Max (ATT), and an XR (ATT). The XS and XR received iOS 13 this afternoon. My XS Max, still shows up-to-date with 12.4.

I don’t get it.

Have you installed any profile? You can update using iTunes.

Do you have an update downloaded already? I was on 12.4 and had 12.4.1 downloaded. Deleted then 13 showed up.
