iPhone iOS 13 version number question

I am curious why when iOS 13 was in beta Apple made changes and called it 13.1. Since it was still in beta couldn’t all fixes still be considered 13.0? Or they couldn’t get the fixes in 13.0 before it’s release? But why the .1 instead of .01 update?
