Seems that since updating to 14.2 the Books app on my iPad and also iPhone does not resume reading on the last page of PDF files (ePub ebooks work fine). I have syncing to iCloud turned on, books sync normally, it just does not continue on the page I left it... All I have to do reproduce is simply open PDF, scroll somewhere, close the PDF and open it again, boom, title page... This makes the whole app useless for me 
anyone else seeing this as well? I have rebooted the thing, turned off iCloud Books syncing (deleting all the books) and then turning again, but no luck...
Update: When I turn off vertical-scrolling (which is one of the best features of the last iOSes) the syncing of the last open page works... but when I turned it on it will always start on the title page, no matter where I had it open last time...
