My problem since ios 14 and above was that in airplane mode with wifi on the letter wifi vanished and i was not able to receive Wifi calls. Same for VPN, after a while vpn turns off.
My idea to keep wifi alive was to supervising my device and use vpn always on option. But thanks to a lucky coincidence there is now no need for this.
I fixed my Wifi problems and can keep vpn always on with following steps. Only testet with Windscribe VPN client (ios) and Wireguard (ios).
  1. Remove all vpn clients and profiles.
  2. Reset Network settings.
  3. Install windscribe vpn client.
  4. make a vpn connection and install the windscribe vpn settings/vpnprofile
  5. close the windscribe vpn client and turn off vpn connection
  6. now comes the lucky coincidence. Install the original wireguard client.
  7. configure the wireguard client with the settings file, you can download it from the vpn provider.
  8. turn on the vpn connection in the wireguard client
Now VPN was connected, but without a button in the iPhone settings to turn it off.
After some hours of testing it seems that the vpn is always on and the wifi is alive and don't turns itself off.
It seems if the 2 vpn clients and 2 vpn profiles are installed the turn off vpn button disappears. what is a good thing :)
Annotation:
Let both clients and both profiles installed. I tried to only run wireguard but then the option turning off vpn appears. Not testet if it keeps the vpn alive or not when using wireguard alone.
The 2 VPN profiles have the same server on my tested device.
