Universal iOS 15.4 broke shortcut actions

I have a few shortcuts that use the phone Call action which entirely broken after the iOS 15.4 update. Also had all my Send Email action broken, but after deleting and creating new actions those worked again until today and now they give me the same problem again. Error says it can’t communicate with the app, and creating the action again isn’t working for the email action now.

Anyone else having this problem?

I've seen this in earlier versions of Shortcuts. Swipe-quit the app and restart seems to clear it up.

What I've been seeing of late is having Shortcuts re-prompting "allow to run shortcut abc" for Shortcuts that have not had any changes. Odd thing on one of these, even though prompting for permission, still ran anyway.

Also had a false "when arriving" trigger, and a time-based Automation not run.

So, yeah, it's wonky.
