iOS 16.0.3 Translation/Dictation Broken!

Verbal dictation/translation in Notes or iMessage is broken in 16.0.3. If I tap the mic and start talking, it turns itself off after speaking a word or two. I had no issues with this on my 14 Pro Max until 16.0.3. Come on Apple!

Try doing the hard reset. vol up - vol down - hold wake button until you see the apple at restart.
