I am planning to have a clean install of iOS 16.1; is it stable, or is it better to be wait for a more refined version (ex. 16.1.1)?

Is it better to back-up through iTunes on windows or through iCloud on the iPhone itself?

Thank you!

My vote is always for backing up locally with iTunes on your computer.

Make sure to choose "Encrypt Local Backup" (and assign a password), for *all* of your data (passwords included) to be restored to your device, for the most complete backup/restore.

To this very day, I still back up to computer. Plus it saves you iCloud subscription fees.

Technically I have iCloud+, but I will follow your advice.

If you restored over iCloud / wifi, then you'd also have to wait for all of the apps to download again.

I know that with iTunes that you will still be waiting for the restore to finish, but chances are it will still be quicker than restoring via wifi app downloads from the cloud.
