iOS 16: Can't have separate Photo Lockscreen and System Wallpaper?

I may just be doing this all wrong

Would love to have animated wallpaper from SETTINGS -> WALLPAPER -> FEATURED -> COLLECTIONS

However, if I also want to have a custom lock screen with a photo from my library, I can't have both.

The only option I have is to use the photo I want on the lock screen and then perhaps another photo for the system wallpaper but no option to add one of Apple's creations.

I can’t even change my Apple default wallpaper no matter how much I tried. Can change my personal however. Sent a report to Apple. (iPad pro)

I've logged the issue where you can no longer even select the default stock wallpapers from your phone. All the nice effect ones from my 13 Pro have gone and you don't even get the option to select any unlike any of the previous iOS releases.
