iOS 17.1 while on call and new message - phone wakes to call screen and not to the lock screen with a notification?

never recall this happening on iOS 17. im on a phone call on 17.1 beta 1 via AirPods. every time I get a message, my phone (laying on the table screen off) lights up to the call screen (with the keypad and hang up button and doesn't show a notification). I recall usually when I would get a message while the phone is idle on the table screen off, the screen would light up at the Lock Screen and show the new notifications.

am I missing something? is there a setting that got messed up?
