iOS 17 - Can't download files to Files

I tried to save a PDF doc (attached to an incoming email) today to Files, and Save is greyed out. I was able to do this before iOS 17, but it doesn't work anymore. It doesn't matter whether it's On My iPhone, or in iCloud Drive. It won't save in either place. Anyone else unable to download files in iOS 17?

I just tried it and was able to save a .zip file from Gmail to Files like normal.
