iOS 17 public beta - No Internet/Data access using iPhone hotspot

After installing iOS 17 public beta on iPhone 14p, i am unable to get internet/data access from Other Apple devices after connecting to iPhone hotspot. It shows connected under Wi-Fi but no IP assigned to device and no internet/data access.
Boost Mobile is my cell provider and using eSim. iPhone Hotspot worked fine on iOS 16.x
Is anyone having issues connecting to iPhone hotspot on iOS 17 beta or is it working for you on Boost Mobile?
I tried reseting network setting but still no luck.

I’ve been using my iPhone a 13 pro max as a hotspot.

Currently using a China mobile physical sim whilst on vacation in China (plums vpn)

Have connected just fine from my iPad Pro m1, and streaming video as well as other as other apps
