Yeah I have the same issue. No fix but to reboot phone for now. That’s what I do.

I found out on a forum the bug that caused it
Have you got vocal shortcut on
In accessibility
I played with it deleted it but it still said turned on
What you need to do is make a new one then just turn it off not delete it

That fix my problem
