Need to know if iOS 26 implemented these 2 features,

weather app shows feels like temperature for hourly weather? And is there a new weather radar for Home Screen a widget showing precipitation?

No and no.

I see a "Feels Like" temperature and graph in the hourly forecast in iOS 18.5. I also see it in iPadOS 26.

My app uses WeatherKit data like Apple Weather does but it shows "feels like" temperature for hourly data (also the charts are better and it works offline). Sorry for the shameless self promotion but I thought it might help you here if that's what you're looking for...
