Anyone know what this setting is for or how to use it? As far as I know, it's new.

It's a new standard for multiple-recipient SMS/MMS. When you receive a message sent to multiple recipients, you will reply to all as a group.

Does it work for all phones or is the iPhone the only that can do it?

Or is this an old feature that the iPhone is just recently adopting?

I wouldn't be surprised if all phones could do it at some point in time. I received a mass MMS from a friend who does not have an iPhone, and I can see the list of recipients to send a group reply.

In other words, do not send a mass message when you do not want the recipients to know about each other as it's not private info.
