Prior to updating to 4.3 IF I was actively texting someone from my phone (with messages open on the phone and open to that specific message) I would receive the message on my phone and my watch wouldn't indicate anything.
If I was actively texting someone from my phone and another message shows up (not one I'm actively engaged in) I would receive notification on my watch.
Now I receive notification via my watch regardless. Is this something new with 4.3?
