Verizon gets its own ios i believe 4.3.5 or 4.5 cant remember which !!
4.2.5. 4.3 will unify the Verizon iOS changes (basically the WiFi hotspot) with the main tree for all devices.
I'm guessing either just before or on February 10th as thats when Verizon will start selling the iPhone and its most likely to have 4.3 on them.
Rogers does not charge for tethering, but apple is known for leaving simple features out simply to encourage you to upgrade to the "latest and greatest"hot spot feature will likely be controlled by the carrier.
There are no betas of iOS 4.3 for the iPhone (original) or iPhone 3G so I'd suspect they won't get iOS 4.3 at all.

There have been shorter gaps between two beta releases before, it's nothing unusual. And it's really no indication that the beta phase will be shorter. I'd still predict a release in early March, maybe to overlap with the release of the iPad 2, which will have 4.3 preinstalled (together with a few software surprises which will be revealed on the iPad Event in February). In April we will get the usual next generation iOS preview.4.3 seems like its going through an accelerated beta process, the majority of other OS updates (3.xx, 4.0, 4.1, 4.2 etc) had two weeks in between builds...if they keep up the one week builds, i'd guess 2 weeks for a GM build, which means upwards of a month for a public release. I've been in the dev program since pre 3.0
