iOS 4 and reception problems.

I am really beginning to think that iOS 4 is the root of the whole reception problem.

I sent my brother my old 3GS fully updated to iOS 4 and he was telling me how the 3GS shows 1-0 bars right next to his 3G (3.1.3 firmware) which usually shows 3-4 bars. And this is on edge, he has 3G turned off.
