iOS 4 & Custom SMS Alerts?

Hi all. Does anyone know if the multitasking capabilities of iOS 4 will allow for an app to create custom text message alerts and persistent alerts? If I'm on call for work, I need to make sure I see important text messages, and the current customization options for text messages don't cut it. I'd rather not have to jailbreak iOS 4 just for this functionality.

Otherwise, does anyone know if there is an App Store app that can accomplish similar functionality?
