No this isn't a complaint or anything like that. I was wondering is there a pdf or some sort of file I can download "Release Notes" for the iOS 5 Beta. I am not a devoloper had a friend register my UDID. Just wondering if there a place to download the "Release Notes"

I do not believe Apple has put out an official list. But you may want to read the following Thread.

There are official release notes in the developer area for paid-up developers. It's an Apple copyrighted document so cannot be re-distributed. Furthermore it's under NDA so no developer can discuss it's content.
