IOS 5 UDID registrations

I have observes on so many site that they say “free UDID registration for iOS 5 beta 4” and on some site they take Payment like 3.5 to 20$.
My question is UDID registration for iOS 5 is free or not.?
If free then how can I do that? If not then how can other site doing it for free?

it is 100$ to get a ios dev account. then you get i think 100 udid activation slots for dev stuff. some of these dev's charge the eager ios5 beta users and some just give away the slots.

beware, udid requesting is frowned upon on MR.
