iOS 6.1.3 iCloud Restore FAIL on 4s

My wife's 4s wifi wont turn on and after a visit to the apple store they told her to go home and do a restore from iCloud after wiping the phone. I did this and then of course since the wifi continued not to work I cant restore from iCloud. I plugged the phone into my 2013 macbook pro and did a restore from ITunes hoping that a hardwired restore could fix any firmware issues. Now when trying to set up the phone again it will only let me set up by plugging back into the computer and gives no option to restore from iCloud. Wifi still won't turn on... but now thats a secondary issue. Help!!!!
 
Bought the original phone in Nov 2012 and she got a replacemet phone about 2 weeks ago because her screen went wonky. I will look for an applecare number. I am wondering why the wifi on off is still greyed out. There must be a software issue?
