With the media event upcoming, do we think apple will announce iOS 6.1 and have it ready to download for developers?

They might announce it but they won't release it. They will probably release a beta after the announcement.
 
Don't know if anyone knows this or not, but
any chance 6.1 will fix the wifi issue?
Haven't been able to get on @ the school where I teach since the upgrade & it is frustrating!
 
Not likely.

I see no chance of a 6.1 release so soon. If anything, there might (hopefully) be a 6.0.1 bug fix in the coming days, but they wouldn't announce that at an event as it would only draw more attention to the issues.

What was this kind of pattern like with iOS 4 (and maybe even 3)? Not that previous activity really is much of an indicator of future activity.

iOS 4.0.1 July 15

It should be noted that iOS 4.0.1 fixed a major reception issue that plagued most iPhone 4 users and 5.0.1 fixed a major battery drain issue. The bulk of the other bugs weren't fixed until the .1 release a few months later.
 
6.1 not for a long time

Apple will not release 6.1 for at least 3 months (Minimum) to 6 Months. (Max) Apple provided short an sweet in between OS updates. (6.0.1, 6.0.2...etc.). If Apple does anything, its IOS 6.0.1
