IOS 7.0.3 MMS failure to deliver

Is anyone else experiencing intermittent issues trying to send mms messages? It seems like every few or so messages I get a failure to deliver. I'm forced to resend the photo. This issue never happened on any previous versions. I'm running ios 7.0.3 on my iPhone 5. My sister has the same issue with her iPhone 4. Anyone else got this issue?

Obviously a network issue.

My guess too but my wife doesn't have this issue with her iPhone 5.
