No, unless you know what you're doing/are a developer. It's a beta has not been released to the public yet.
If you want to increase your battery life, do a complete reset and restore of your backup (make sure you backup before you reset).
This will solve your battery problem.

I'm willing to bet the 7.1 update is not going to help your battery problem. I'd have to recommend you restore your phone as NEW and do not restore from backup.
Man, I hope so. I was so happy that with 7.0.4, my music syncing problems seemed to have disappeared for a few weeks. Then, BAM, comes back like a latent herpes infection.

That is false. If it can make the battery usage decrease it can increase it too. Beta 4 had the best battery life where I got about 9 hours of use on my 4S consistently.
Not true.
The operating system governs how the processor works, how the network is accessed etc. If the OS runs more efficiently it means the battery lasts longer. Look at Mavericks, timer coalescing in the OS led to marked improvements in battery life as the processor is active less often. Same thing in iOS.
Also, bugs that lead to some processes running more often than they should can be eliminated.

There's nothing they can do to make the battery life impress me, with the current battery in here. They need a bigger/different battery.
It's not enough.
My MacBook Air battery has degraded despite the Mavericks update. And also, it has more often than it used to, actually frozen my computer at times. Yeah, don't think I didn't notice that. I'm watching.
And for many others there have been improvements. It sucks it didn't work out for you, but for many of those that it did it's kind of irrelevant that there are some who have issues.
I feel weird because I'm coming from Samsung devices, so to me battery life is STELLAR on 7.0.4, LOL.
