Opening the app store and looking at Top Charts, it used to be a horizontal display, now it's vertical, like the old version. Is this correct?

No, but I got a problem similar to this when restoring a phone to iOS6 once, with the entire App Store displaying like it did in iOS5. I think it fixes itself after a couple of hours/days.

Hard restarting the phone (hold power and home buttons together) might fix it sooner?

It's is like this because people got sick of horizontally scrolling and only being able to see 3 apps at a time. Apple changed it. So yeah
 
Thanks. I recall with IOS6 it went back and forth a couple of times.
