We've heard of similar things in 7.0 although it seemed like they didn't actually get rid of the prompt for Activation Lock once the phone was restored, even though they did seemingly turn off Find My iPhone and deleted the iCloud associated with it beforehand.

As for validating testing or anything like that, things are considered to be working as designed until some exploit is found which happens every now and then with pretty much everything, including things specifically meant for security. Nothing really surprising or funny about that, just reality that has pretty much always been around.
